I have made playlists using local files on my phone, they play when you add them but if you quit the app the next time you open the app the playlists are there but won't play, so I go to the files on phone and they play from their location and if I try to add it to the playlist it says it's already in that playlist but still won't play from that playlist, so I delete the sing from the playlist then re add it and it then plays, frustrating because I have to keep deleting the songs from my playlists and then re add them only for the next time I use the app for them to not play again.....

It sounds as if the App is losing a link to your local files. Please submit a ticket to WiiM under the feedback section in the WiiM app when this next happens so they can inspect your app/device logs and hopefully pinpoint the issue.
