That build date is just over 1 week old - why do you think you're stuck?

Edit - ok, it seems there's a release dated 28th.
Yes, normal, it can take a few days to get pushed around to all devices.

The release notes page isn’t necessarily updated around the same time as firmware rolls out, it can sometimes lag behind for a week or more. You’ll get more accurate info from the forum or the FB fan page as users tend to post about a release as soon as they get it.
